While I’m not familiar with this certificate, chances are you cannot. Generally, you aren’t supposed to alter official documents at all, or you risk invalidating the document. If there is a raised seal/stamp on it, then *definitely not.*
I can’t get any info from right now, their site is flaking out on me, but try later.
No, do not do this. The authenticating marks of the document cannot be seen as well, thus making it difficult to prove that the document is authentic.
Most official documents are on paper with a certain texture, and there are water marks and sometimes “lines” that can be seen when you hold it up to the light. Laminating such documents can invalidate them.
